Roles and ResponsibilitiesThe Provincial-Territorial Government Relations Officer reports to the Director Advocacy and is a subject matter expert within the organization on older adult policies at the provincial and territorial levels (such as long-term and health care). They are responsible for supporting strategic advocacy in provinces and territories, monitoring and researching relevant policy, collaborating closely with colleagues to ensure consistency and coordination in federal and provincial/territorial policy issues and approaches, and producing advocacy materials and events in support of the Association’s strategic plans. The incumbent will build relationships with provincial and territorial stakeholders, identify opportunities to shape policies, and help guide the advocacy work of the Association’s volunteers and members.The incumbent also supports the Association’s Health Advocacy and Policy Officer in responding to complex client inquiries that are beyond the scope of the National Office client service associates. Supports government relations and advocacy strategies in provinces and territories Works with Director, Advocacy and colleagues to develop a provincial/territorial government relations strategy that is integrated with the Association’s federal approachDevelops tactics, key messaging, and tools/resources to support strategies, campaigns, and positions concerning older adult care in provinces and territories (including training/educational sessions, and internal and external communications materials, such as the Association’s website and magazine)Develops provincial/territorial government policy submissions, recommendations, responses, and Association engagement/campaigns during provincial/territorial electionsWorks closely with Advocacy colleagues, and particularly collaborates with the Health Advocacy and Policy Officer, to assure consistency in approach, messaging, and to address policy overlap in federal and provincial/territorial approaches on advocacy issues in addition to older adult careIdentifies opportunities to advocate on issues, and supports development of relationships with relevant partners, decision-makers, stakeholders, volunteers, and advocacy groups in each province and/or territoryWorks with colleagues, volunteers, and members to ensure training/education needs necessary to advance provincial/territorial advocacy strategies are identified and addressed Monitor provincial and territorial trends and policies on older adult, seniors issues Works with Advocacy colleagues to provide subject matter expertise on older adult care in CanadaIn partnership with the Health Advocacy and Policy Officer (as required), conducts environmental scanning, monitors and reports on activity taken by provincial and territorial governments in older adult care, to identify policy trends and opportunities, and potential impacts on Association priorities and membersIdentifies opportunities to respond to and proactively influence bills/legislation, regulations, and policies/programs in each provinceDraft position papers and policy recommendations as directed by the Director, Advocacy Member support and engagement Supports the Health Advocacy and Policy Officer and other Advocacy colleagues in responding to member queries relating to pensions, benefits (including the PSHCP, PDSP), and on advocacy positionsProvides materials for the Membership Department in support of member inquiries as they relate to the Association’s positions Subject matter expert and provides broad navigation of older adult care policies at the provincial, territorial levelsSupports the Director, Advocacy and team on other projects and initiatives, as required Qualifications and ExperiencePolicy analysis and development experience essentialBilingualism in both official languages essentialPolitical experience (i.e., legislative or policy support, organizing) a considerable assetFamiliar with intergovernmental relationships in Canada Extensive knowledge of health care in Canada, including provincial/territorial landscape on older adult policy issues such as homecare, long-term, palliative and health care, and public health and drug coverage programsKnowledge of digital organizing and campaign engagement tacticsExperience in working with volunteer teamsComputer skills (includes word processing, spreadsheet utilization, and presentation software)Bachelor’s degree in a related discipline or combination of educational and work experienceA minimum of 5 years of related work experience in government relations, political staffing, policy analysis We’re an equal opportunities employer committed to increasing diversity and inclusion in today’s workforce.
